Changing Organisations for Watershed Management in India: from policy to practice Kath Pasteur (2002)
This booklet is a case study to accompany “Changing Organisations for Sustainable Livelihoods: A Map to Guide Change". It examines the process of change in the Government of Andhra Pradesh Rural Development Department (AP RDD) towards more participatory approaches in its watershed development programme.
A new set of national guidelines for participatory watershed management under programmes of the Ministry of Rural Areas and Employment was produced to accompany a new watershed policy passed in 1994. The watershed programme encouraged NGOs to come forward as development facilitators. However, government staff remain responsible for a significant proportion of the programme delivery. Lessons from the process of organisational change within the government department resulting from the new policy guidelines are as follows:
- Organisational change can be catalysed by a good policy that has come about as a result of an effective and participatory process.
- A new policy can provide a framework for change. However, attention must be given to addressing organisational issues if the policy goals are to be effectively achieved.
- Champions of change are key, particularly those with power and influence. They should be supported and networks built between them.
- For participation to be internalised changes will be needed to organisational structures and relationships; organisational culture (attitudes, values and behaviour) as well as processes and procedures. These should reinforce one another.
- Some wider institutional blockages will need to be addressed if change in support of participation is to be sustainable in the long term.
- Continuous learning and reflection is necessary to ensure an effective and sustained change process.
The booklet concludes by outlining a framework for understanding processes of organisational change, and by highlighting entry points and activities for change appropriate to different stages in a change process. | |
