Livelihood Diversification and Rural-Urban Linkages in Vietnam’s Red River

What factors have affected livelihood strategies in the last fifteen
years in this area? What is the influence of rural-urban linkages in accessing
paths to economic development? This 2003 IFPRI/IIED study, carried out in two
villages in the Red River Delta, examined how livelihoods have changed in the
last fifteen years.
The study focused on non-farm household enterprise
development, access to markets for agricultural goods, and the contribution of
migration to rural households. The two selected villages have derived their livelihoods
from different sectors – one from specialisation in agriculture, and one from
handicrafts – but nevertheless share some common features including proximity
to local and regional urban centres.
The study found that: Diversification
into higher value cash crops for urban centres in the agricultural village is
made possible by non-farm income sources including seasonal migration. Both
villages have improved road and transport systems and good communications infrastructure
which have facilitated the development of forward and backward production linkages
with their main production activities.
The study’s results suggest
that policies supporting positive rural-urban linkages can help reduce rural and
urban poverty, such as: Land-use regulations that allow farmers to respond
to growing urban demand for high-value produce and a supportive policy on migration,
which in turn facilitates agricultural investment. Incorporating the needs
of handicraft micro-enterprises in plans and policies for rural industrialisation.
