Livelihoods Synthesis Study: Key Determinants of Poor People’s Livelihood Strategies and Natural Resources-related Management Opportunities

What are the key determinants of livelihood options for poor people largely dependent on natural resources? How can livelihoods research be improved to help strengthen livelihoods more effectively? This booklet highlights findings of a Natural Resources Systems Programme (NRSP) / DFID study which set out to synthesise the livelihoods information gained from eighteen NRSP projects, and to provide an informed focus for further NRSP livelihoods research. The projects reviewed cover eight countries in sub-Saharan Africa, the Indian sub continent, and Latin America and the Caribbean.

Analysis of documentation of the projects, together with some fieldwork, revealed that key determinants of livelihood strategies include:
  • The ability to accumulate a mixed set of assets; the capability to undertake labour, especially in the immediate aftermath of livelihood shocks; access to credit and knowledge production factors – such as markets; and the ability to diversify through choice rather than compulsion.
  • Social relationships, with all their dimensions of power, remain key factors of access to opportunities and security, including patron/client relationships which can contribute to the management of vulnerability for poor people.

    Four main themes for strengthening the contribution of research to improving livelihoods were identified:
  • Building and protecting assets; supporting communication and knowledge flows; supporting poor people through periods of transitional vulnerability; and linking knowledge with policy makers. The study also made some important suggestions for improving research on livelihoods including:
  • Taking care to use Sustainable Livelihoods Analysis (SLA) concepts critically and clearly, and only applying them if they have real merit.
