Regulatory Reform in Support of Urban SL
(Lucky Lowe: ITDG) 20 March 2001

Dear Livelihoods Connect Readers

I am working with a UK based NGO called Intermediate Technology as a member of the international Shelter Programme. One of the areas of research and intervention we have been closely involved in for some years is the impact of regulations and procedures on the livelihoods of the urban poor. To date we have been actively involved with regulatory reform processes in Kenya and Zimbabwe as well as commissioning research in numerous other countries. We begun by focusing on regulatory instruments and processes governing housing and the immediate built environment. Subsequently, through increased linkages with other NGOs and researchers the scope of our research has expanded geographically and now includes the whole raft of legislation impacting upon the built environment of poor urban neighbourhoods.

I am particularly interested to learn of any reference materials or experience which people may have in the sphere of analysing the impact of regulations upon the livelihoods of poor women and men.
