would welcome any information on literacy and the efficiency
of either civil society organisations, or local government.
It would seem that accountability must be linked with ability
of both to keep records which can be circulated and checked.
In some countries, like Kenya, widespread literacy mean that
self-help groups and other local institutions keep good minutes
and other records, but in other countries, literacy, and even
spoken competence in the official language belongs only to
an elite minority, and they are often dependent on intermediaries
for access to both NGOs and their own government officials.
