Better livelihoods for poor people: The role of Land Policy

Land policy, land rights and land reform are important for poverty reduction in both rural and urban areas of the developing world. Land issues are often complex and politically contentious, and for these reasons may be neglected. But they have a critical bearing on strategies for economic development and for poverty reduction. This draft Issues Paper has been developed as a means of raising discussion about the importance of land as a cross-cutting issue to be considered in poverty reduction strategy processes, in different regions and across different sectors. We are circulating the paper widely for discussion and comment both within DFID and amongst colleagues and partner organisations.

Following a series of regional consultation workshops on land policy being sponsored by the World Bank, and further discussion, we plan to publish a final version of the paper later in 2002.
