infoDev
will build on the excellent work that our partners and others
have already done on this subject in the past few years. Adopting
the livelihoods approach permits us to view the challenges
facing the poor, and the possible responses to those challenges,
in a holistic fashion, focusing not solely on the incomes
of the poor but on their broader livelihoods strategies, the
vulnerabilities they face, and their multi-pronged strategies
for addressing their daily challenges. It also assures a strong
link with other aspects of our mainstreaming theme, including
the mpact of ICT on health, education, innovation and provision
of government services (on which the poor are particularly
dependent).
Included
in this work will be:
- an
updating of the knowledge mapping exercise sponsored by
several organisations a few years ago;
- developing
a framework paper that builds on earlier work but takes
into account the changing technological opportunities and
business/service models of the past few years (including
e.g. rural local access networks and mobile financial services);
- developing
monitoring and impact evaluation tools for ICT components
of rural development projects
