Invitation to Participate in the Comprehensive Assessment Synthesis
(Mala Ranawake : Consultative Group on International Agriculture Research)

In 2005, the Comprehensive Assessment of Water Management in Agriculture (CA) will start a process to synthesize CA findings and other relevant research, experience and ideas into a Global Assessment of water, food, livelihoods and environment - documenting trends, conditions, and making policy relevant recommendations.

To do this, we are setting up a participatory process to actively involve the research community and other key stakeholders (policy makers, donors, NGOs, water users and farmer organizations) to 1) synthesize available knowledge plus CA research in the field and 2) provide mechanisms for outreach and uptake to get maximum impact from the research .

Methodologies include knowledge and experience reviews, a structured writing process by a large author team (10 to 20 per chapter), workshops to debate and discuss ideas and to strive toward consensus on contentious issues, a critical and open review process, and packaging messages in formats suitable for a variety of audiences . We are currently in the process of building review teams and chapter teams of lead authors and contributing authors to put together this Assessment.

Every effort will be made to ensure adequate diversity in writing and review teams, drawing people from an appropriate representation of experts of various disciplines, viewpoints and experience from different countries, professional backgrounds and organizations (governments, research organizations, management organizations and NGOs); from developing and developed countries; and striving for a balance of women and men.

You are invited to join the assessment process by filling in the form below, as a first step, and forwarding it, along with a short CV (1-2 pages), to Mala Ranawake at m.ranawake@cgiar.org.

Research Questions of the Comprehensive Assessment

1. What are the options and their consequences for improving water productivity in agriculture?

2. What have been the benefits, costs and impacts of irrigated agricultural development and what conditions are those impacts?

3. What are the consequences of land and water degradation on water productivity and the multiple use of water in catchments?

4. What is the extent and significance of use of low-quality water in agriculture (saline and wastewater), and what are the options for its use?

5. What are the options for better management of rainwater to support rural livelihoods, food production, and land rehabilitation in water- scarce areas?

6. What are the options and consequences for using groundwater?

7. How can water be managed to sustain and enhance capture-fisheries and aquaculture systems?

8. What are the options for integrated water-resources management in basins and catchments?

9. What policy and institutional frameworks are appropriate under various conditions for managing water to meet goals of food and environmental security?

10. How much water will be needed for agriculture given the need to meet food security and environmental sustainability goals?
