Equity, Irrigation and Poverty

(Simon Howarth - 9 January, 2006)

Water Users' Associations are widely promoted for improving water management on large-scale irrigation schemes, but their performance has not been as effective as had been hoped.

In this DFID funded knowledge and research project in Nepal, India and Kyrgyzstan we investigated the current situation and tested methods for improving water management on selected projects, and then developed guidelines to help ensure that large irrigation schemes can better reduce poverty.

Any comments on any aspect of this draft paper would be much appreciated.
