 | Background |
In
the wake of the devastating Tsunami that struck Asia and North East
Africa on 26 December 2004, DFID has been working closely with United
Nations (UN) agencies through the UN Flash Appeal.
Key areas of UN immediate focus for which it is coordinating efforts
include:
(i) Community-based livelihood recovery
(ii) Environmental rehabilitation and marine and coastal resource
management
(iii) Promoting safe and sustainable shelter.
In support of the second objective, in early February the United
Nations Environment Programme (UNEP) mobilised one million US dollars
to assist the environmental authorities in Tsunami affected countries
to assess the immediate and longer term environmental needs and
to help catalyse environmental assistance.
Whilst the focus of the UNs coordinated disaster response effort
is still humanitarian aid, the need to plan and coordinate the reconstruction
phase, particularly with regard to coastal zone rehabilitation and
management, is being increasingly recognised.
In this context, the GPA (Global Programme for Action for the protection
of the Marine Environment from Land-based Activities) which forms
part of the UNEP convened a meeting in Cairo on the 17th February
2005 to discuss basic principles for coastal reconstruction and
rehabilitation within the broader framework of integrated coastal
zone management. The meeting brought together Tsunami affected countries
and specialists of coastal rehabilitation in the region to exchange
knowledge.
