Report on the Informal Workshop on Poverty Reduction Strategies,
the Comprehensive Development Framework and National Strategies
for Sustainable Development: Towards Convergence. OECD, Paris,
28-29 November 2000.
The DAC Working Party on development co-operation and
environment (co-led by DFID and the EU) organised an informal
workshop on 28/29 November 2000 to suggest strategies and
approaches to ensure coherence between the various national
and international strategic planning frameworks and to foster
the integration of poverty reduction and sustainable development
goals. 81 participants attended of which 14 were from developing
countries.
The main conclusions from the workshop were:
(1) There should be convergence on the underlying principles
for the various strategies or processes - labels were not
important;
(2) Donors and developing country partners need to put principles
into practice;
(3) Issues relating to the environment and sustainable development
need to be integrated into the national country strategy process,
and not dealt with separately;
(4) The formulation of a national development strategy should
be based around an inclusive process of national dialogue
between government, the private sector and civil society more
broadly;
(5) Donors should support upstream analytical work for building
consensus on policy options, and enhancing capacity;
(6) Donors must align their assistance strategies to country
strategies, otherwise they risk undermining the countries
they profess to support;
(7) There is a particular opportunity at present to press
for the better integration of environmental and sustainability
issues into the poverty reduction strategies currently under
preparation;
(8) DAC can assist by seeking the wider application of the
guidelines in Section 5 of the Poverty Reduction Guidelines,
as well as their further development.
A summary will be made available as a Room document for the
DAC Senior Level meeting on 11/12 December. The conclusions
of the workshop will be introduced briefly by the representative
of the UK. The conclusions of the workshop will also feed
into further development of the guidelines for both poverty
reduction and the strategic principles underlying sustainable
development. Both will be presented for endorsement at the
April High Level meeting. Further informal contacts will also
be held among the practitioners of the various frameworks
to encourage further convergence, particularly in the context
of the preparatory processes for the Rio + 10 Conference to
be held in mid-2002.
