Getting Livelihoods inside the PRSP?

The PRSP experience has arrived in Ethiopia. Triggered by the release of an initial draft interim document (predictably disappointing), conflicting expectations all round and resulting tensions appear to be on the rise. The Bretton Woods representatives have argued that the I-PRSP doesn't really matter at all and ownership has to be the priority. Not surprising that confusion continues!

In the midst of all this it is crucial that DFID works constructively with others to assess how the consultative process might be deepened and refreshed. It is clear that the livelihoods concept has so much to offer in arbitrating the poverty analysis and policy debates but guidance on the most appropriate entry points and instruments appears to be lacking.

While we eagerly await the results of a recently commissioned ODI/CAPE discussion paper in this area, any experience (and interesting PRSP documents) from other countries would be greatly appreciated. Time appears to be of the essence once the PRSP strikes. Anyway, that Livelihoods Connect can promote dialogue and exchange on making the most of the PRSP opportunity for the livelihoods agenda right now would be invaluable.
