In
July 2002 the Performance Assessment Resource Centre (PARC)
of DFID's Evaluation Department held a seminar on the Western
India Rainfed Farming Project, with a presentation by David
Mosse. The aim of the seminar was to learn how DFID's commitment
to sustainability had been reflected in its projects, using
the example of this long-running project in India. It was
attended by the Social Development, Rural Livelihoods and
Evaluation Departments.
The
presentation by David Mosse was not an evaluation or a collective
comment on the performance of the project, but rather a personal
and individual reflection on a project that has been running
through various stages and shifts in DFID policy. David Mosse
explains how in his opinion a preoccupation with theory has
often ignored practices of implementation, and there are lessons
could be learnt on the relationship between policy and practice,
working in partnerships and strategies for evaluation.
The
presentation was followed by a discussion which focussed on
how projects can in turn, become better linked to changes
in policy, and how this can be identified and evaluated.
