Following
the 2003 Regional Conference in Bangladesh, the conference
proceedings and further reprints of the policy papers are
now available in hard copy through Livelihoods Connect.
The
conference was jointly organised by Refugee and Migratory
Movements Research Unit, University of Dhaka (RMMRU) and the
UK Department for International Development.
The
conclusions of the conference are summarised as:
- context
specific and judicious policy interventions can help to
minimise the risk of migration. It is important that policies
are based on a good understanding of social and cultural
factors, issues of identity, history, kinship and other
network;
- the
economic role that migrations plays in local and national
development and how this might further be directed to poverty
reduction needs to be recognised; there are links between
international and internal migration as we al overlap in
some policy interventions such as remittance transfer.
- development
policies are currently failing to address migration issues
and do not take into account the interests of poorer migrants.
- remittances
from international migration represent a significant global
financial flow. The scale of internal remittances is largely
undefined;
- migrants
are vulnerable to exploitation and lack access to essential
public services;
- the
voices of poor migrants are weak and fora and mechanisms
are needed to enable that voice to be heard and responded
to.
