The
next two issues of the RLN will focus on UNHCRs
Convention Plus initiative, and on livelihoods and
age.
Within the
Convention Plus initiative, development assistance has taken
up an important place. This type of assistance focuses on
reintegration and reconstruction in countries of origin as
well as on host countries of first asylum, with development
assistance for refugees and development through local integration.
The ultimate goal is to improve access to durable solutions
for refugees in protracted situations by incorporating them
in development planning and bridging the gap between relief
and development. It is clear that refugee livelihoods play
a very important role in this debate; thus for the March issue
we encourage contributions on earlier initiatives that have
attempted to bridge the relief-development gap, on the relation
between refugees and locals, ideas on how to fit a livelihoods
approach into UNHCR policies etc. The UNHCR Convention Plus
Unit may use this material as part of a campaign to bring
these issues to the attention of the UN, States and NGOs on
occasion of the Millenium Declaration Summit, to be held in
New York next September.
In the April
issue, we will discuss age-related problems and initiatives
in establishing sustainable livelihoods. In particular, contributions
are encouraged that focus on the livelihood situation of refugee
children, youth, and elderly, the potential of education in
improving refugee livelihood chances, generational problems
etc.
