The
Bridge Replacement Project (BRP), funded by DFID and implemented
by the Roads and Highways Department, under the Ministry of
Communications of the Government of Bangladesh, began in 2000.
The project intends to replace 36 single carriageway bridges
on the main road network throughout Western Bangladesh, to
remove the existing bottlenecks and hence improve the flow
of traffic and remove accident blackspots.
TRL
Limited has recently been contracted by the engineering consultant
on the project, High-Point Rendel, to design a methodology
for carrying out Sustainable Livelihoods analysis for the
BRP, to be used in baseline 'pre-impact' and 'post impact'
surveys that will be undertaken before and after the bridges
have been replaced. The Sustainable Livelihoods Component
(SLC) will discern whether or not the replacement bridges
will have a measurable impact on the livelihoods of the poor
communities that surround them.
The
SLC also comprises training of the Social Consultant and principal
NGOs who will conduct the impact surveys, as well as personnel
from the Roads and Highways Department, in pro-poor approaches
to engineering design and implementation and Sustainable Livelihood
Approaches.
