Energy and the "Empowerment" of Livelihoods

	I have bumped into your livelihoods web page. Really Excellent.
	While you cite the very good piece by Dan Start and ITC on energy and livelihoods, there is a concern that it is often assumed that the energy required to implement activities for assuring livelihoods "will be there when it is needed". This is clearly not the case. As every British school child knows British development (and certainly the Industrial Revolution) was in part a story of gaining wider access to more and more convenient forms of inanimate energy. So why have energy inputs to livelihoods dropped off the development agenda? No work on Energy at IDS, ODI, Energy described as a "sunset" sector in the World Bank, DFID energy staff asking "is there anyone out there"? I try to address some of these issues (not yet from a strongly livelihoods perspective) in the attached paper - in the hope that it stimulates a debates and informs non-energy specialists about some aspects of issues that are current relating to energy and poverty.
