A Framework for Drought Proofing Planning

The SL approach is the right kind of framework under which we can put the framework that we developed for drought proofing planning. I am keen on exchanging our experiences with some colleagues involved in SL analysis related work. You may like to look at the work that we did under Kachchh Ecology Fund project at hhttp://www.epconnet.com/index.html (see the link related to developing Drought Proofing Planning Framework). In fact, the other component on regional resource planning also is relevant under the SL approach. In the SL framework terms, it
is the macro-linkage necessary to put the drought proofing planning in a policy and institutional framework. We may have to perhaps explore and strengthen these links further.

Let me briefly explain the features of the Kachchh Ecology Planning framework that are similar to the SL framework:

  1. The Drought Proofing planning focuses on strengthening the livelihood strategies of people. For the purpose, we employed a household vulnerability analysis (HH-VA) method.
  2. HH-VA includes two simultaneous exercises in which (i) for a given drought cycle of in the Kachchh region, income equivalents of unit livelihood resource-base (entitlements) are calculated. On the other hand household survey of entitlements is done and the annual income of households in a given drought cycle is arrived at. (ii) Consumption patterns of a unit household are studied separately and the minimum annual income that will be required to cope with the drought cycle, the annual incomes of the HHs are compared with this limit to identify the vulnerable groups.
  3. A software with necessary templates and tools for querying has been developed.
  4. The HH-VA helps to focus on the vulnerable groups rather than depending on not so reliable results of techniques like PRAs, that are more likely affected by the social and cultural differences in communities.
  5. Based on pilot exercises of using the method, observations on limitations of PRA techniques is also included.
  6. In order to provide appropriate policy and institutional context that will influence resource use pattern at regional (macro) scale, regional resource action plans are also proposed.

In a nutshell, the experience of Kachchh Ecology Planning provides an experience of using SL framework in practice and may offer lessons to further refine the framework. It will be mutually learning experience to interact with colleagues involved in evolving the SL framework.
