Livelihoods Analysis

With all the constant talk of livelihoods these days I am wondering why there is no real tool to measure accurately or to produce an actual livelihoods analysis. Basically what people tend to do is to combine
various standard PRA tools and then add that if you factor the results of having used a combination of PRA tools with household interviews that you then have a livelihood analysis. Is there some sort of formula or a specific tool?

The whole business of livelihood analysis seems very vague and the fact that it cannot be easily measured means that it is equally difficult to assist people in finding indicators to measure improvements.

Any thoughts or references to which you could direct me for more information. I have SEAGA training materials and find the livelihood analysis again vague.
