would like to share with you the attached paper, which the
Global Forum on Agricultural Research (GFAR) presented at
the International Federation of Agricultural Producers biennial
"World Farmers Congress 2004" that was held in Washington
DC.

Forum on Agricultural Research (GFAR) is a multi-stakeholder
initiative that contributes to eradicating poverty, achieving
food security, and conserving and managing natural resources.
It enhances national capacities to generate, adapt and transfer
knowledge.

World Farmers’ Congress is the flagship event of the
International Federation of Agricultural Producers (IFAP)
and a unique forum where farmers speak for themselves internationally.
This Congress is the occasion to challenge world leaders on
global issues, such as the WTO trade negotiations, water,
food security and industrial concentration.
