believe the time for consultation given for the document "Better
Livelihoods for Poor People: The Role of Agriculture"
is inadequate to obtain considered responses, in view of its
importance. The accompanying letters are dated only 'May 2002'
but appear to have been distributed on May 30, just before
the four-day holiday, with no prior notice. Many people with
the greatest interests in the subject are busy and spend time
abroad.
