Purpose

The Project is an integrated rehabilitation and development effort to achieve a sustainable improvement in the living conditions of 13,000 Palestine refugees in Neirab and the nearby camp of Ein el Tal.

Background and use of SL

The primary goal of the project is to achieve a sustainable improvement in the refugee community's ability to pursue their livelihoods. The project framework adopts a sustainable livelihoods approach to support the community in developing livelihood strategies through a social development methodology. With this project, UNRWA also aims to break down the structure of dependency that has characterized the relationship between many of the camp inhabitants and UNRWA, by gradually handing over as many developmental responsibilities as possible to the community itself.

The project involves urban planning for both Neirab and Ein el Tal camps, replacement of the barracks in Neirab with two- and three-storey housing; moving some 300 families from the Neirab camp to new housing in Ein el Tal; the development of infrastructure in Ein el Tal; and support for sustainable livelihoods in both camps. Ein el Tal is the focus for phase 1 of the project. The project implementation plan emphasises the importance of integral, extensive and significant participation of and partnership with the community of Ein el Tal in decision making, programming and implementation, in order to place community members at the centre of the project. The project methodology aims to ensure that the priorities of the beneficiaries are central to the identification, analysis, planning and monitoring process.

Preparatory studies laying the groundwork for this approach include a Participatory Poverty Assessment and Participatory Rapid Appraisal carried out in 2004, as well as an asset mapping exercise and a gender analysis conducted with Ein el Tal residents. On the basis of these, a situational analysis was planned to help identify the issues constraining the development and sustainability of refugee livelihoods and to facilitate the community in identifying and prioritising appropriate interventions.

The project also emphasises learning by doing, and plans to document lessons learned from the sustainable livelihoods approach in phase 1 in order to disseminate and apply these in phase 2 of the project to be undertaken in Neirab.
