Purpose

The purpose of the LUPP programme is to influence equitable and inclusive pro poor policies and best practices for poverty reduction in peri urban Luanda.

Background and use of SL

The challenge of urban poverty is immense in Angola. The purpose of the LUPP programme is to influence equitable and inclusive pro poor policies and best practices for poverty reduction in peri urban Luanda. Using participatory approaches as its basis, this programme initially focused on basic service delivery at the micro level, and then progressed to strategic influencing for scaling up and reducing poverty generally.

LUPP is becoming a ground-breaking example of policy influencing in the extremely difficult working environment of a post conflict / fragile state. LUPP is achieving real impact both in terms of policy influencing at a strategic level as well as making a practical difference in the lives of poor women, children and men. LUPP has a proven track record of making a difference to achieve more accountable local governance in a challenging environment.

LUPP comprises four projects:
  • The Sustainable Livelihoods Project
  • Sustainable Community Services Project
  • Luanda Urban REhabilitation and Microenterprise Project
  • Luanda Urban Child Welfare Project

It has brought together methodologies and approaches in micro finance, water and sanitation, business development services, participatory urban governance and early childhood development that have become models for the Government of Angola, for non government and private sector actors, and are being replicated in Luanda and beyond.
