Capacity Strengthening of Least Developed Countries (LDCs) for Adaptation
to Climate Change (CLACC) is an initiative of southern institutes working on sustainable
development with financial and technical support from a number of northern institutes.
The main objectives of this initiative is to strengthen capacity of civil society
organizations working on environment and development and integrate climate change
issues in the development planning and implementation of project.
Considering
degree of vulnerability of LDCs, the programme is aiming to provide support LDCs
in their efforts to adapt to the impacts of climate change requires long-term
capacity strengthening within government as well as civil society. The National
Adaptation Programmes of Action (NAPA) process, started under the aegis of the
United Nations Framework Convention on Climate Change (UNFCCC), is one mechanism
through which national stakeholders can understand the problem of climate change
and their role in building resilience to its adverse impacts. CLACC therefore
aims to strengthen civil society in order to support the official NAPA process
in the LDCs over the coming years. The
main objectives of the project are to a) strengthening the capacity of civil society
in LDCs to adapt to climate change and enhancing adaptive capacity among the most
vulnerable groups; b) establishing an information and knowledge sharing system
to help countries to deal with the adverse impacts of climate change; and c) integrating
adaptation to climate change into the work of key non-government institutions,
and mainstreaming the National Adaptation Programmes of Action (NAPA) process
with these institutions.
