Use
of Sustainable Livelihoods Approaches
The
Uganda Forest Sector Policy and Strategy Project (UFSPSP)
was developed by
the Government of Uganda (GoU) and DFID to support the FSUP.
It supported a number of processes in the reform of the sector,
including a forest sector review, and the development of the
Uganda Forestry Policy (2001), the National Forest Plan (2002),
and the National Forestry and Tree Planting Act (2003). It
also supported the establishment of the new National Forestry
Authority (2004), the reform of forestry extension services
and the development of new decentralised district forestry
services.
UFSPSP
contributed to a Government of Uganda (GoU) led, multi-donor,
Forest Sector Umbrella Programme (FSUP). The purpose of FSUP
has been to create a positive, effective and sustainable policy
and institutional environment for the forest sector in Uganda.
In achieving this, it aimed to develop sustainable increases
in the economic and environmental benefits from forests and
trees, particularly for the poor and vulnerable.
FSUP represents an innovative approach to the problems of
the forest sector in Uganda. It took a holistic, sector-wide
approach - rather than being limited to the Forestry Department
or to institutional and technical strengthening alone - and
was implemented as a process project with multi-donor support.
It was directed by the Consultative Group for Uganda's Forests
(CGF) which co-ordinated donor interventions with GoU priorities,
ensured full stakeholder representation in consultation, and
established and maintained a sector consensus on principles
of approach, management and strategy.
