Purpose

To provide guidelines for the assessment and mitigation (or enhancement) of irrigation development impacts on aquatic resources in rural livelihoods.

Use of Sustainable Livelihoods Approaches

Based on investigations in Laos and field testing in Sri Lanka the project devised and tested practical guidelines for the integration of natural aquatic resources considerations into irrigation development.

This included guidelines for:
(a) the rapid and participatory appraisal of resources, their role in livelihoods, and the institutions governing their use;
(b) the identification of technical and institutional measures to mitigate negative or enhance positive impacts;
(c) the development of effective collaboration between stakeholders.

Data on aquatic resources impacts were analysed to characterise livelihood impacts, and opportunities for enhancing the role of aquatic resources. Potential technical measures for the mitigation of impacts were be reviewed. Field studies were carried out in Laos to fully characterise the role of aquatic resources in rural livelihoods under the influence of irrigation development, and to identify locally appropriate technical and institutional measures to enhance this role.
