Creating a supportive environment for sustainable livelihoods: Background

Taking a Livelihoods Approach to governance implies the need to start with the opportunities and vulnerabilities of individuals, households and communities. The links between micro and macro levels are emphasised. Un-supportive legal and regulatory frameworks are a key constraint. Many Poverty Reduction Strategy Papers (PRSPs) cite decentralisation as a means of addressing distributive and democratic issues, thereby achieving more supportive, pro-poor institutions. Creating a supportive environment must take into consideration the full complexity of livelihoods strategies. We also need to know how these strategies interact with the institutions of government and public service delivery, and what type of institutional reforms are necessary to achieve the Millennium Development Goals (MDGs) and pro-poor outcomes.
