Asian Development Bank (ADB)


The Asian Development Bank is a multilateral development financial institution owned by 66 members, 47 from the region and 19 from other parts of the globe. ADB's vision is a region free of poverty. Its mission is to help its developing member countries reduce poverty and improve the quality of life of their citizens.

The Asian Development Bank recognises that, in addressing poverty, it is important to understand the multiple aspects of livelihood assets. The Asian Development Bank has applied the livelihoods framework in some projects and evaluation work.

For example, the Tonle Sap Initiative has applied the sustainable livelihood framework comprehensively where livelihood assets are being fundamentally affected by unfavorable trends in the basin of the largest freshwater lake in Southeast Asia. Several evaluation studies conducted by the Operations Evaluation Department have also used the livelihood framework as part of their evaluation approach.

Special Evaluation Study on Small-Scale Freshwater Rural Aquaculture Development for Poverty Reduction - This project looked at small-scale aquaculture to establish the main factors that enable fish farming to generate livelihoods and reduce poverty.
Pathways Out of Rural Poverty and the Effectiveness of Poverty Targeting ADB Special Evaluation Study 94, May 2006 - Applying a Poverty Exit Framework based on a modified sustainable livelihoods approach, this evaluation study systematically examined how rural poor selected strategies to rise out of poverty, how various factors (household resources and contextual conditions) influenced their selection of the strategies, how sustainable the poverty exit was, and how effective poverty reduction interventions were. Report in English, Vietnamese and Chinese.
When do Rural Roads Benefit the Poor and How? Hemamala Hettige, 2006 - This evaluation study employs a modified sustainable livelihood approach The objective was to provide input for the improvement of the design of rural roads to achieve sustainable benefits for the poor. This study explores the ways in which rural roads impact poverty and what the determinants of these impacts are.
