| Catholic
Relief Services (CSR) has been supporting integrated agriculture,
water and sanitation, health and nutrition, and shelter
programmes with the aim of providing basic needs and improving
the coping mechanisms of conflict-torn populations.
CRS was one of the first International Non-governmental Organisations
(INGOs) to operate in East Timor in 1978 in response to a
famine situation under the period of Indonesian occupation,
and continues to have a prominent presence.
Job Responsibilities
The
Livelihoods Disaster Risk Reduction Coordinator will:

Take the lead in developing new programme strategies to
follow the Internal Displaced People (IDP) return,
recovery, and reintegration phases.

Build capacity
in Catholic Relief Services and partner staff in new program
areas and approaches as the focus of the team shifts to
broader and sustainable longer-term development objectives.

Develop multi-sector concept papers for
presentation to donors that ultimately assist communities
to reconcile around common development needs such as food
security, health, resilience to disasters, etc.

Stay abreast of the latest developments and learning
both within CRS and within Timor-Leste in the area of Livelihoods
and Disaster Risk Reduction in order to apply learning
and best practices to CRS programming in East Timor.
Key Requirements
- Masters
degree
in international development or related field.
-
Four to five years experience in United States Government
grant management, including finance management.

Minimum of 3 years professional program management
experience.

Three years experience in organising and managing
IDP collective centers.

Ability to represent the Agency in high level meetings with
donors, local church and local government.

Proven ability to be an effective supervisor of staff of
varying levels of responsibility.

Demonstrated experience with participatory approaches
to development, including capacity building of local institutions.

Demonstrated ability to provide leadership in strategic
planning initiatives.

Working English, knowledge of Tetum, Bahasa Indonesian
or Portuguese, a plus.

Good communication and coordination skills (will be working
closely with religious orders and Diocesan partners).

Excellent oral and written communication and interpersonal
and networking skills required.

Professional proficiency in French, Spanish or Portuguese.
