The International
Rescue Committee (IRC)
is a leading non-sectarian and non-profit organisation providing
emergency relief, protection, rehabilitation assistance,
resettlement services and advocacy for refugees and
victims of oppression or violent conflict.
The
Manager will be based in Bahai and be accountable for all
project implementation at the field level.
The Manager will lead a team of Chadian and Sudanese staff
to ensure successful implementation of IRC’s
comprehensive environmental health programme at Oure Cassoni
refugee camp.
Job Responsibilities
- Capacity
Building and Training. In
line with IRC Chad’s national capacity building efforts,
the Senior EH manager will support the continuous capacity
building of all national and refugee EH staff in the country.
In particular the Senior EH Manager will work closely with
the national EH assistant manager to develop capacity in
project and personnel management. May conduct formal technical
trainings and provide management support to ensure expatriate
and Chadian staff are able to assume greater levels of responsibility.

Grant management. Accountable to ensure
effective and timely implementation of all grants. Responsible
for monitoring and evaluating projects in terms of outcomes,
impacts and progress towards grant completion.

Project and budget planning.
Accountable for conducting annual project planning exercises,
including problem analyses, strategy development, completion
of logframes and budgets.

Monitor and evaluate projects in terms of outcomes, impacts
and progress towards grant completion.

Budget management and Procurement.
Responsible for ensuring EH budgets are properly spent.

Human Resources.
Identify, initiate and participate in recruitment of Chadian
and Sudanese EH staff.

Coordination and Representation.
Responsible for representing all IRC EH activities to partners
and donors and community groups at the field level. Will
include meetings with UNHCR and other NGOs based in Bahai.
Key Requirements
- Degree
in civil engineering, water engineering
or a related field; advanced degree a plus.
- At
least three years of international experience
developing and implementing water, sanitation and hygiene
promotion projects in an emergency or development context
required.
- At
least two years of project management,
with proven ability to succeed in producing tangible outputs,
results, and impacts according to grant requirements and
in short timeframes required.
- Fluent
English and proficient French
(written and spoken) required; Arabic a strong plus.

Excellent management, monitoring and evaluation,
proposal and report writing, budget management and organisational
skills required
- Experience
developing staff capacity and implementing formal,
regular staff trainings.
- Experience
working with and supervising staff in an international,
multi-cultural setting.

Strong computer skills and computer-based data analysis
skills required; knowledge of GPS mapping and GIS
strongly preferred.
- Ability
to work in unstable security environments, and
under administrative and programmatic pressures.
